Emergency Situations at Athletics Events

Kansas Athletics is responsible for coordinating numerous athletics events throughout the academic year. Emergency situations may occur at any size event. The Athletics Event Manager is responsible for notifying the KU Public Safety Office (KUPSO) for assistance should an emergency arise. When the responding officers and/or fire fighters arrive, the Athletics Event Manager shall make contact with the responding units, and identify himself as the Athletics Events Manager. Depending on the level of the emergency, the University's Emergency Management Plan and its operational procedures may or may not be activated.
If the condition is one considered to be minor in scope (Level 1 Emergency), such as a fight in the stands that can be contained quickly or a severe weather warning, it is anticipated that the situation will be handled using normal emergency procedures in accordance with both Kansas Athletics and KUPSO policies and procedures, including notification to administrators in both departments as needed.
If it appears that a condition exists which is severe and causes damage and/or interruption to operations (Level 2 or Level 3 Emergencies) such as a mass civil disturbance, a bomb threat, a serious weather condition, a major fire, or a situation which threatens life and property, such information shall be communicated as soon as practical to the Athletics Event Manager and the University's Event Operations Center (EOC) Manager using KUPSO notification protocols. The Athletics Event Manager shall be responsible for notification of the Athletics Director and the EOC Manager shall notify the Chancellor. The Director of Athletics as well as other representatives of Kansas Athletics shall be included as a member of the University's Emergency Operation Center Management Group.
In the event an evacuation is ordered, the evacuation will be carried out in accordance with the University of Kansas Emergency Management Plan and the detailed Kansas Athletics facility evacuation plan for the facility in question. Kansas Athletics staff members and ushers will exit the buildings unless directed by KUPSO to assist with crowd control. Staff members should remain with spectators and participants in order to facilitate the evacuation and re-entry process. Once it has been determined that it is safe to return, KUPSO and Kansas Athletics staff will return to the building first. Staff members must be at their assigned stations prior to allowing spectators to return.

By taking prompt and proper action, then communicating clearly and effectively about that action, the life of a critical incident can be shortened and its impact reduced. All media inquiries, interview requests and media contact shall be directed to and coordinated by the Associate Athletics Director/Communications and Media Relations. The Associate Athletics Director/Communications and Media Relations, in conjunction with the Director of Athletics, shall work with internal and external constituencies to disseminate accurate information; shall have oversight of all press conferences and releases related to the critical incident; and shall work closely with KU University Relations on selecting key messages and consistent communication.
